The text of the Amendment reads: "Except as provided in Article X, Section 22, no law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider." (Emphasis added)
"Healthcare provider" is undefined. This could mean any "healthcare provider" which could even be the staff assistant at the abortion clinic.
"Viability" is also undefined and completely open for interpretation.
Therefore, this law would effectively allow completely unrestricted abortion as any "healthcare provider" would have full discretion in determining the abortion is "necessary to protect the patient’s health."
